Exceptions to Freeze on Travel, Hiring and Equipment Purchases

SUBJECT: Exceptions to Freeze on Travel, Hiring and Equipment Purchases

Since early December, 2008, the committee established to review exceptions to the UT freeze on travel, hiring and equipment purchases has reviewed 63 requests for exceptions to the freeze.

Seven requests are pending further additional review. Of the remaining 56, all but 2 were approved (96%). In order to help the campuses/units make their decisions in a timely way, there has been the following change in implementation of the hiring, travel, and equipment purchase freeze.

The campus/unit review process should continue. The following types of exceptions are to be reviewed at the campus/unit level and require the written approval of the chancellor/vice president:

  • All faculty appointments
  • E & G and Auxiliary administrative appointments with salaries less than $75,000
  • R administrative appointments
  • All travel
  • All equipment purchases less than $50,000

The following requests must be reviewed by the exceptions committee:

  • E & G and Auxiliary administrative appointments with salaries greater than $75,000
  • Equipment purchases greater than $50,000

The chancellor/vice president must submit a monthly report to the exceptions committee listing all exceptions made at the campus level.

Requests for review by the exceptions committee and the monthly reports should be sent to the Chief of Staff.
