Space and Renovation and Master Plan Committees

To: Deans, Directors, and Department Heads
From: Chancellor Jimmy G. Cheek
Date: August 12, 2009

I am writing to request your assistance in establishing two committees, a Space and Renovation Committee and a Master Plan Committee. In 2005, Loren Crabtree initiated a Master Plan Committee whose goals are outlined below. Also following are the goals for the Space and Renovation Committee.

At this time, I would like to solicit your input on members for these committees including suggestions for chairs for each. I would appreciate having your recommendations by Friday, August 21th.

Thank you for your assistance in this matter.

The Master Plan Committee is an advisory group to the Chancellor whose duties include monitoring and continuing the implementation of the plan’s goals. These goals are:

  • Define current and future facility needs, including renovations and campus expansion in light of UT’s goals to enhance academic program quality and research. (move this to space/renovation committee?)
  • Provide an overall impression of quality in all aspects of the campus, allowing UT to recruit and retain the highest quality students and faculty.
  • Promote a sense of community by providing both indoor and outdoor spaces for interaction of students and faculty as well as public gatherings.
  • Integrate instruction, research, student living, and student activities in an environment with a consistent and unified character for the campus.
  • Create a pedestrian-friendly environment with a series of interrelated walkways, defined public gathering spaces and green spaces.
  • Develop comprehensive solutions for traffic, parking and infrastructure.
  • Provide a variety of options for student housing and amenities.
  • Promote sound environmental policies.
  • Promote the interrelationship of the city and campus, respecting existing conditions, natural amenities, issues of historic preservation and economic viability.

The Space and Renovations Committee is appointed by and is advisory to the Vice Chancellor for Finance and Administration in the following areas:

  • Planning utilization of all UTK space (building and property), including the operation and maintenance of a space management information system.
  • Assignment or reassignment of UTK space.
  • Reviewing all proposals for alterations, improvements and renovations to UTK facilities and recommending spending plans.
  • Initiation of new major construction planning.
  • Reviewing all proposals on new construction of UTK buildings and recommending funding.
  • Reviewing elements of University Master Plan which are of interest to UTK.
  • Reviewing requests from units for exterior signs for campus buildings.
  • Reviewing traffic and parking solutions/proposals.

The committee meets monthly. Special meetings of the committee may be called by the chair.
